That conclusion should not be accepted without a technical review.

WPC ETA Approval for Drones requires checking the actual wireless configuration of the drone, remote controller, transmitter, receiver and communication modules. Equipment Type Approval is administered by the Wireless Planning & Coordination Wing of the Department of Telecommunications for RF equipment operating under the applicable Indian spectrum framework. The current DoT ETA page specifically places drones outside the normal ETA self-declaration category.

Does a Drone Require WPC ETA Approval?

Yes, where the drone uses radio communication equipment operating in an applicable licence-exempt band, the relevant radio equipment needs WPC ETA compliance.

The official QCI UAS certification FAQ specifically states that a drone using a licence-free 2.4 GHz data link requires an ETA certificate from WPC. It also states that transmitters and receivers used in drones require ETA approval.

However, drones should not simply be filed as ordinary Bluetooth or Wi-Fi consumer products.

The current DoT ETA service page lists four categories outside the normal ETA self-declaration route:

WPC’s scrutiny-based ETA guidance separately identifies restricted products such as drones and requires their RF parameters to comply with the relevant licence-exemption Gazette notification.

Drone, Remote Controller and RF Module: Which One Needs Approval?

A drone system can contain several independent wireless elements.

Can an RF Module Get WPC ETA Separately?

Yes. WPC guidance has specifically recognized ETA applications for wireless modules where the equipment meets the applicable licence-exempt spectrum and import-policy conditions.

For a standalone module, the compliance review should identify:

  • Module manufacturer
  • Exact model number
  • Wireless technology
  • Frequency range
  • Maximum RF output
  • Antenna configuration
  • Test-report model
  • Intended finished product

The certificate should not be assumed to cover an unrelated product configuration merely because the same wireless technology is used.

Why the RF Test Report Is Important

For scrutiny-based ETA applications, WPC requires a detailed RF test report from an accredited laboratory. The make and model shown in the application must match the corresponding product details in the RF test report.

The official scrutiny guidance requires the report and technical documentation to support relevant RF parameters such as frequency, output power, bandwidth and antenna information.

A practical pre-filing review should therefore compare:

RF report → technical datasheet → product label → module model → application model → manufacturer authorization

A mismatch at any of these points should be resolved before submission.

Documents for WPC ETA Approval for a Drone

The current DoT ETA service page identifies the core supporting documents as an RF test report, manufacturer authorization where an Indian representative is involved, and technical literature.

For scrutiny-based drone ETA applications, WPC guidance further requires:

  1. Detailed accredited RF test report.
  2. Manufacturer–Indian applicant authorization-cum-agreement where applicable.
  3. Technical literature showing frequency, maximum output power, antenna gain and operating bandwidth.
  4. Laboratory accreditation certificate and relevant scope.
  5. Undertaking regarding duplicate submission to another Regional Licensing Office.
  6. Correct make and model information.
  7. Applicable government-fee payment.

Additional company or import documents may be required depending on the application and import route.

Step-by-Step WPC ETA Process for Drone Products

Step 1: Map Every Wireless Function

Do not begin with the commercial product name.

Identify every communication function within the drone and controller, including command-and-control links, telemetry links and other transmitting RF modules.

QCI guidance states that verification of ETA certification is relevant for communication modules used in the UAS and that the actual transmitter used in the design should correspond to the ETA documentation.

Step 2: Check the Frequency Band

Confirm that the exact enabled frequency and RF parameters fall within the applicable licence-exemption conditions in India.

Do not rely only on statements such as “2.4 GHz compatible” or “global version”. The actual frequency range, power and hardware configuration should be checked against the relevant Indian notification.

Step 3: Decide the Correct ETA Route

This is one of the most important steps.

Ordinary qualifying licence-exempt wireless equipment can generally use the self-declaration route, but the current DoT service page expressly excludes drones from that normal route.

For drones, assess the scrutiny-based ETA procedure described by WPC.

Step 4: Review the RF Test Report

Check:

  • Product/module identification
  • Manufacturer
  • Frequency
  • Output power
  • Bandwidth
  • Antenna details
  • Laboratory accreditation
  • Scope of accreditation

The test report and the application make/model must remain consistent.

Step 5: Prepare Manufacturer Authorization

Where a foreign manufacturer appoints an Indian applicant or representative, prepare the required authorization documentation for the correct make and model.

Step 6: File the Application

ETA applications are handled through the DoT/Saral Sanchar framework. Applicants should select the route appropriate to the product classification rather than treating a drone as a normal self-declaration wireless accessory.

Step 7: Pay the Government Fee

The current DoT ETA service page states a government fee of ₹10,000. The scrutiny-based ETA guidance likewise specifies ₹10,000 per application.

Testing, technical review and professional consulting costs are separate and depend on the product and documentation available.

Step 8: Review Other Applicable Approvals

WPC ETA addresses RF regulatory compliance. It should not be interpreted as automatic authorization for every other aspect of importing, selling or operating a drone.

The September 2024 WPC memorandum specifically states that ETA holders remain responsible for obtaining applicable DGFT NOC or other import clearances.

Drone businesses should therefore perform a separate applicability review for other product, import and aviation requirements.

Before filing, answer these questions:

If several answers are “No”, filing immediately is usually less efficient than first completing the technical document review.

Common WPC ETA Mistakes for Drone Businesses

A common mistake is submitting the drone under the ordinary ETA self-declaration route merely because the product uses 2.4 GHz or another licence-exempt frequency. Current DoT guidance expressly identifies drones as an exception.

Other avoidable problems include:

  • RF report model does not match the imported model.
  • Controller radio specification is omitted.
  • Only one RF module is reviewed although several transmitters are enabled.
  • Transmitter and receiver use different specifications but are treated as the same device.
  • Supplier documentation does not show antenna gain or maximum RF output.
  • Laboratory accreditation scope is unavailable.
  • WPC ETA is wrongly assumed to replace DGFT or other drone-related regulatory approvals.

Is WPC ETA Valid Permanently?

The current DoT service page describes ETA validity as lifetime unless revoked by WPC Wing.

QCI’s UAS FAQ similarly explains that the ETA remains valid for the particular model while it continues to be manufactured without modification and that periodic renewal is not required.
